What Does The Kosovo’s Draft Constitution Articulate?

Kosovo’s Draft Constitution is a 40 chaptered document that articulates 160 articles. It articulates Kosovo’s political status, and the role and powers of its chief executive.
The Draft Constitution declares Kosovo as a “parliamentary republic” with executive powers in President who will also be commander in chief of a future Kosovo army. The document declares “Albanian and Serbian as official languages”.
Kosovo, the former Serbian province in southern Yugoslavia populated predominantly by Albanians, who on Feb. 17 unilaterally declared independence. Belgrade in turn declared this null and void. However, over 30 countries have so far recognized the secession.
On Monday, 7 April, 2008, Kosovo’s leaders signed their draft constitution. The draft constitution signing ceremony was attended by leaders of Kosovo, the EU special representative Pieter Feith and officials of international offices in Pristina. Prime Minister Hashim Thaci said, “Today we are giving legitimacy to our act of declaration of the independent, sovereign and democratic Republic of Kosovo.”
Pieter Feith, who had previously “verified” this document, sent to be adopted by the assembly in Priština. The constitution of Kosovo will become valid on June 15. Meanwhile, Washington has announced it will “open its embassy in Priština” tomorrow. Germany and Switzerland have previously opted for the same move.
