Plan of Forging Confederation with Kosovo-Metohija Offensive For Serbia

Belgrade: Slobodan Samardzic, Serbian Minister for Kosovo-Metohija said in the recent period Serbia accepted semi-official and not very public bids from Europe and administrative circles in Brussels of constituting a alliance with Kosovo-Metohija that is totally offensive for Serbia.
In an interview, Mr. Samardzic emphasized that Vojislav Kostunica has noticeably exhibited the location of all Serbian state organs on the subject by disapproving the scheme of constituting a confederacy of Serbia and Kosovo-Metohija.
He stressed out that an association of Serbia and Kosovo-Metohija is not possible since a state and its county cannot structure a confederation, and added that a confederation can be made only by two or more states, whilst according to international and internal law Kosovo-Metohija is an self-sufficient province in Serbia.
Samardzic said that a country and its region may best control dealings through a high degree of defensive autonomy, and Serbia is obviously presenting its province, Kosovo-Metohija, utmost independence concerning the state, under management and secures by the UN.
Samardzic said that discussions should be led on the shape, level and legal power of that defensive autonomy and emphasized that Kosovo-Metohija, since it doesn’t have the rank of a state, and cannot make an domestic confederacy with the state, so that later on it may build up into a self-governing state through a referendum.
