Joachim Ruecker last night said that Belgrade can only hold local elections in 5 majority Serb municipalities, but not on May 11, as the technical conditions do not exist.

The U.S. Secretary of State Condoleezza Rice yesterday said that the U.S. and EU are Serbia’s friends, but that Kosovo’s development as an independent state must be allowed.
